本文的行文属于问题解决型的文章，在近20年的真题这类文章的出现的概率不高（可能比较简单）。这类的文章的特点就是在开始提出一个问题或是难以完成的困难，后面围绕这个问题进行展开，找方案解决问题，其中可能夹杂作者的态度，都是可以出题的。其实就是最传统的“提出问题-分析问题-解决问题”的行文逻辑。遇到问题解决类型的题目时候，要留意文章的因果关系的词汇，因为解决问题始终是核心，所以命题点会依据措施出题，比如第29题。
